They have no choice in the matter under international law. As a land locked country they would be forced to approve the pipeline.
Edit: Not international law but a UN convention The Open Sea's 1982. Trudeau would be hounding BC to get it through as he wouldnt want to get kicked out of his precious UN. Be nice if he fought for Canadians the same way he fights for traitor terrorists.
