Yes the facilities are real, they are being built in case additional quarantine is required so they aren't scrambling like they did with people coming home from China and the cruise ships in March. That really did happen.

I totally agree with your last statement. I think something was lost in translation here, lol! The article was about taking pips from their homes and you were talking about an emergency quarantine measures that happened in March and April. Two different scenarios. Especially now when we know much more about the actual virus than we did back in March.
