My thought is a dreamland fantasy, we cannot patrol police and incarcerate people anymore, so with at least newly landed criminals maybe the thought of a 1 way ticket back home for all in the family would cause some self policing.

Well since the article didn't state anything about it, then how did you come to that understanding if not by the names?
You may think Canada is, as you put it " spiraling downhill very fast ". But I'd argue it's still the best Country in the world. Don't let the door hit you on the way out.
