If they get pressured quite a bit like most of the elk I’ve experienced, you’re better off sticking to a cow call. Don’t even bother bugling unless you know it’s an elk and he is fired up. Most of the bulls I’ve called in was just with cow calls. Call and wait for a bit. If you don’t see anything or hear anything walk a ways then stop and call again. Be ready. Most of the time the come in pretty quietly in my neck of the woods. The only time I bugle is when I hear an elk bugle first. It might be different if they aren’t pressured as much though.
