No. Quakes are not above magma chamber. Quakes including swarms are common due to fluid lubricated faults. Quakes loosen fractures which increases lubrication and further quakes.
Quakes need to be above magma chamber as well as bulging up of the earth above magma chamber which is monitored closely.
