Properly tuned your bow will shoot any straight spinning broadhead to the same poi as your field tips and anyone can learn how to tune. Most just choose not to.

When you move your rest down do both groups move the same amount or do your broadheads get closer to your field tips?

Have you shot bare shafts? If so where do they group in relation to fletched field tips? They'll probably be high but also what angle are they stuck into the target? Nock hi/low/left/right?

Most likely you've either got an issue with nock travel, rest is to high or your nocking point needs to move up.

Also possible your bottom limb is working harder then your top limb. You might need to adjust them a little but I would have to see some bare shaft groups along with fletched groups, (shot with perfect form) to say. And it would be one of the last things I adjusted if I couldn't bring bare shafts, field tips and broadheads together to the same poi with the usual tuning.
