I knew this was going to cause a discussion.

I agree that the pelt doesn't have to be salvaged if harvested under the conditions that you described but this is not about salvaging the pelt, it's about selling the carcass. Without reading anything into the regs, the reg wrt the sale of beaver carcasses is very clear, at least to me it is:

"Sale of Wildlife

In Alberta anyone may sell the following:

skinned beaver carcasses including the tail"

Also:

"Sale of Pelts and Parts

Anyone in legal possession of a beaver may sell the skinned carcass of the beaver to use as bait or animal food."
