This year I didn't have to do that because they have nothing to do with it anymore which in a way I think is not right but certainly easier.
I walked in an got mine and they just wanted to know what I caught the year earlier was all. No mention of receipts or nothing

Apparently they didn't get the memo.
It appears to me that they scrapped it for last season and didn't get it into the regs for this season. Thus the reason for inserting the memo into the regs.
