1987 the requirement to pass a Hunter Competency Test was introduced to the regulations. Passing the Alberta Conservation and Hunter Education Program qualified to meet that requirement. Or you could take an exam at a Fish and Wildlife office.

So unless you held a license prior to 1987 you would have to have passed a test or lied on your WIN card application.
