Wads were designed to keep the shot and powder separated. They used to be fiber wads not plastic and did not enclose the sides of the shot . They were flat and you could get different thicknesses. As a kid I used to help dad reload shot shells and I got to place the wads . They have evolved to help protect the shot from deforming and now with steel to help protect the bore of the shotgun.
