I just checked the RCMP website (
www.rcmp.gc.ca/cfp) and found out that the law(s) as they apply to muzzle loaders hasn't changed. Flintlocks are still classed as antiques as are wheellocks and matchlocks do not have to be registered. Percussion caps still have to be registered. I was misinformed and I'll let him know.
