So as much as it's fun to shout and call names on the internet when something like this comes up I try to look at it from all sides and make a logical guess as to what happened.
My thoughts is IF in fact the person shooting them was after the fur which I would wager is what they were doing as there is no blood (fur friendly bullets) These dogs could have shoulder mites and be quite useless to the skinner. The pics show good fur but no shoulder pics so it's hard to tell.
Any news reporter or run of the mill urbanite would just see good healthy dogs and assume the worst. Not saying dumping em in a ditch was a great idea but like others said it's not ilegal.
