I don't see how you think there is a "grey area" there.
You cannot shoot Canada in the spring .
if a person is modifying a Canada goose decoy to look like a blue then it is a blue not a Canada
it wouldn't matter if Canadas came into the spread you still cannot shoot them - pretty simple.
