Naptha or acetone work well.

Dawn dish soap and water works as well but takes longer.

Lately all I have been doing has been using 50/50 mix of water and 40 volume peroxide. Put the skull in it and bring to a boil. Cut the heat and let it sit for another 20 minutes.

Works great for bear skulls. Antlered skulls need a bit more prep work to keep from bleaching the color off.
