Leaving aside the hyperbole, I was curious about the comments about the domestically manufactured guns

“This group manufactured these illegal guns for mass distribution to multiple criminal cells in Ontario,” MacKillop said.

A little searching turned up
this blog post. It seems that a fully functional .22lr pistol can be made from a 1911 airsoft pistol and a 1911 .22lr conversion kit; both of which can be purchased over the counter.
