I'm wondering how they'd ever charge you with anything if they don't know whether or not they can give you permission in the first place.
The only thing that my district office was concerned with was me having landowner permission for access. As far as trapping the slough, it wasn't an issue.
It seems to me like there is no set answer and it depends on who you talk with at what district office. One member here was even told that he had to pay per acre that he was trapping,
others have stated that they had a permission slip signed by their area Bio. Me, I have an email stating that I'm good to go with landowner's permission to access. That's Good enough for me.
