From all of the stories that I have heard about District Offices in the South, it seems to me that they love unnecessary bureaucracy. Up this way everything from trapping crown owned waterbodies to salvaging roadkill for bait is way, way easier. As long as a crown owned waterbody is not part of an RFMA, all that they care about is that you have permission from a landowner to access it. I’ve never had to get permission from a Bio for anything related to my residential trapping.
