I will give you the solution that will be the most effective at reducing impaired driving, and that is ban alcohol in Canada. Even that won't eliminate impaired driving , but there is no doubt that it would have a greater impact than this legislation. As a side bonus, it will reduce non driving accidents, spousal abuse, fighting, vandalism , and medical costs associated with alcoholism.
