Time of day - depends.
Early in the year in higher lakes, midday is often best. Insect activity is often temperature dependent, and so is fish activity. When the aquatic insects are active fish that feed on them are too. I've had very good midday fishing and slow early and late day fishing at K-country lakes, particularly when the weather is cool to cold. The opposite can happen when the days are hot and bright.

There is no such thing in fishing as always, so you never know. But overall activity definitely is tied to water temperature and insect activity.
