So lets say WMU 4** is put on a draw system next year, their giving out 10 tags. 200 guys put in, are we all priority 0? Is there anyway to have 999'd your sheep priority that will allow you to be more than a priority 0 for this zone, since it was a general trophy sheep zone in 2009?
