I would guess being that tight it wouldn't go much past 32-33 and where I hunt that typically is going to be a ram that is just past 4/5.
I think there is a lot of overestimating what goes on in the first year, especially from some experienced sheep hunters. A lamb tip is simply just a lamb tip, and if someone looks at enough lambs in the fall you'll see the size of them. Some people end up over estimating that first year and not giving them credit for a year and jumping straight to the 2nd annuli.
