So we need annual shooting proficiency testing (like Norway) before able to purchase a wildlife certificate? Now that would cause an uproar.
And no, not everyone can handle the recoil of a larger bore and are suited to a .243. Whatever works. Many choose something larger as they can shoot it well, some not.
Now throw some buck fever, bad wind, just plain old bad shot, ect..... in there and a .223 certainly won't be beneficial, more of a detriment
