Sit your rain barrel on a stand about two feet off the ground, it will provide more than enough head pressure to operate most drip style hoses. Before we extended the irrigation to include the flower gardens that is how I setup the rain barrels for my wife.
This setup has an electric pump for watering with a hose as well, but the drip tubs were gravity fed.
