They aren't legal. Aftermarket lights usually (always) have poor cutoff, scatter light into oncoming drivers eyes, are to bright to close to the vehicle they're installed on which leads to decreased night vision from dilated pupils. Personally I wish cops would start ticketing and towing the vehicles with those headlight "upgrades" that aren't dot approved as I can't stand the ignorance of guys willing to blind everyone else on the road so they can "see".
