It used to be popular opinion that long barrels equal speed and speed is king. High bc bullets and faster twist rates along with turrets have changed that over the last few years making smaller barrel rifles able to compete even in the ELR game

A 16.5" barrel on a bolt action or lever swings and handles just fine.
Yup P.O. Ackley did some tests many years ago , cutting off an inch at a time on a .260 cartridge ( can't remember which one) and the results were very telling .
That little Highwall is called a trapper model and within reason would fit the bill but it is also made in 45/70 which is really " out there"!!
For a hunting rifle it was simply too short in the balance department .
20" is perfect or as you say the 16.5" with a short action bolt rifle
