Certainly not new news for someone with your experience and knowledge. But for some packing a 300wm is minimum for deer/ bear and would consider a 303 in a single shot to be severely undergunned and handicapped.
It used to be popular opinion that long barrels equal speed and speed is king. High bc bullets and faster twist rates along with turrets have changed that over the last few years making smaller barrel rifles able to compete even in the ELR game
A 16.5" barrel on a highway would feel much like shooting a pistol
A 16.5" barrel on a bolt action or lever swings and handles just fine.
