The problem still is, I believe, that too many residents, and pseudo-residents are applying for way too many draws, hence piling up the system. |If you apply for 15 draws and get them, there is no way on earth you can hunt them all, unless you just won Lotto-whatever it's called, so do you see where applying and 999 is bunching it up??
