That could make sense that as you are not the owner they wanted proof it wasn’t in accident and the police report as a legal document would accomplish that. Could of also been a requirement under the rental policy.
Even so it is good to know that someday when I go someplace and rent a car. When renting in Iceland they tried really hard to sell you up on insurance for windblown volcanic ash damage.
