Savage extractors work better on some types of brass than others.
Try Winchester or Remington brass.
There are a few upgrade kits available but a good gunsmith will be able to get it working without ordering a bunch of parts. There is a round detent on the back of the extractor. Sometimes this needs to be expanded a bit so that the extractor grips/slides over the brass further. Sometimes the extractor lip can be expanded or opened up as well. Other times the ejector plunger spring can be softened or strengthened depending on if the brass is failing to eject.
Shooting factory loads I doubt you are sticking the case due to pressure.
