Default Athabasca - Brule Regulation question

I figure some of you fish out here often and might know the answer to this. The regulations for the Athabasca river state the following:

ES3 Lake and Stream Listings
Athabasca River upstream of Sec. Rd. 658 near Whitecourt to Brule Lake near Jasper National Park Boundary – River only

Apr. 1 to Aug. 31 –Rainbow and Bull Trout limit 0; Other trout limit
2; Arctic Grayling limit 2 over 35 cm; Mountain Whitefish limit 5 over 30 cm; Walleye limit 3 over 50 cm; Pike limit 3 over 63 cm; Maggots are the only bait allowed and only after Aug 15.

Sept. 1 to Oct. 31 – Rainbow and Bull Trout limit 0; Other Trout limit 2; Arctic Grayling limit 0; Mountain Whitefish limit 5 over 30 cm; Walleye limit 3 over 50 cm; Pike limit 3 over 63 cm; Maggots are the only bait allowed.

Nov. 1 to Mar. 31 – CLOSED
8 downstream of Sec. Rd. 658 – see Fish Management Zone 3, Watershed Unit NB2.


Notice it says "near Whitecourt to Brule Lake near Jasper National Park Boundary - River only". Brule Lake is not mentioned in the regulations, so does this mean that Brule Lake is the provincial regulations and 5 rainbow trout can be taken from the lake but not the river?

This seems to be a bit of an omission or contradiction of the protect of the Athabasca rainbows and needs some changing.
