another contributing factor is something I cannot confirm but have heard it many times. Supposedly a lot of the cast offs from other reserves were sent out here when abolished from their reserves. Whether or not that is true I am not sure, just what I have heard.
On another note, the bighorn reserve natives from out west are really pretty good. Very nice people from the ones I have met. on a whole, much better people.
