Most guys do blame the sticking on static but that is only the cause some of the time. Steel does not form static electricity at all. Brass does to a very small extent attract negative electrons but it is generally a poor creator of static charges. Plastic hoppers and funnels will form static charges so in those cases you may be seeing static cling.

Take a real close look at the Bounce Dryer sheet after you wipe away the static. You will often see a small amount of dirt/residue on the sheet. The bounce sheet is actually cleaning the surface in many cases, not reducing static. Either way, the result is the powder doesn't stick any more so all good in the end.
