And you are correct in that there are many reputable outfitters, that follow the rules. So either these good outfitters are honestly trying to improve their organization, but are being out voted by a majority of outfitters that want to maintain the corrupt organization that now exists, or the reputable outfitters aren't making an effort to vote in good people to lead them, and to rebuilt APOS into a reputable organization.
