Had lots of luck this early ice season sightfishing in shallow water (3-8 feet) with a small jighead and the small, one inch shiners from Cabelas. Jigging the minnow and dead sticking it both produced.
Edit- the jigging method that worked best for me was pulling it up a couple feet and letting it flutter down, thats when they'd hit.
