No, faces have to be uncovered for driver's licenses. I believe you are confusing those with taking the citizenship oath.
Personally I don't care of a Sikh wears this headgear in his picture.It affects me not one iota. I get it that his religion demands it. The oilers don't demand that I never take my oilers hat off. LOL By the same token, if you are a Christian and wear your crucifix to work, your employer can't tell you take it off. Same with a Jew's yarmulke ("skullcap"). All religions get some modicum of protection when their religious clothing or jewelry doesn't cause an undue safety hazard.
