IMO, prevention has the best potential for any cure. A clean place encourages cleanliness. My bet would be that one person on site two hours a day during peak times would be more effective than 30 people sweating for ten hours on one day of the year. Maybe a few retired guys that wouldn't mind a couple of shifts a month. Give them a Club vest with "Enforcement" on the back ... explaining rules and monitoring self clean ups. Tried, they tell us to f off we have no authority. They even told the head SRD guy (who was in uniform) the same thing. Only one way this will be fixed and it will happen.
