Yup it is the law, too many liars out there to let people get away with keeping fish that "died on their own".

I had a trout this year that died in my hands while I was trying to revive it. It was very strange, it was like it was trying to cough out air or something and within a couple minutes it was dead. The fish was under legal size so I had no choice other then to throw it back into the lake... Very frustrating.

Although it may seem like a better idea to keep it and eat it the fines if you are caught doing so are ridiculous.
