Agreed - as per your picture - a 4" to 6" flatfish in silver color. Silver/Blue or Silver is my favorite trolling lure trailing behind a dodger for open water.
They are sold as Kwikfish or Flatfish here and are available..... TFH has them.
Plain old spoons work well too.
Jigging or hardwater = buzz bomb or tube
